About the Role

The Los Angeles Program Manager plays a critical role in advancing Everyone On's digital equity mission by leading regional program implementation, supporting strategic partnerships, managing grant-funded initiatives, and ensuring high-quality service delivery throughout Los Angeles County. This position requires the candidate to maintain a strong hands-on presence in the field, working directly with partner organizations, community members, and stakeholders to support effective program delivery across the region.

This position will report directly to the Associate Director of Programs, forms part of the programs team, and works collaboratively with cross-functional teams to develop and deliver programs that help people acquire the digital skills and knowledge they need to participate fully in society. While this position does not have direct staff reports, it directly manages multiple contractors serving as Digital Skills Instructors. The selected candidate will be required to travel frequently throughout the region to support program activities, partner engagement, and stakeholder meetings. Occasional statewide or national travel may be required.

Key Responsibilities

Program Design & Implementation

  • Develop and execute work plans for a portfolio of programs with specific digital inclusion activities, including broadband internet enrollment, device distributions, digital skills training and capacity-building training for diverse organizations
  • Contribute to the strategic planning and continuous improvement of Everyone On’s Digital Skills Academy to ensure programming remains relevant and tailored to each target community

Community Outreach & Partnerships

  • Identify, establish, and maintain effective and positive working relationships with cross-sector partners, including but not limited to nonprofits, public housing agencies, K-12 schools, municipal departments, and civic leaders
  • Collaborate with local stakeholders to identify opportunities for new or expanded digital inclusion activities and partnerships
  • Maintain an updated database of organizations and partners engaged in regional activities 
  • Help develop collateral materials to communicate broadband enrollment, device distributions, and digital skills training opportunities, in collaboration with Everyone On’s communications team
  • Work with the communications team in sharing success stories and testimonials, and highlight participant and community impact
  • Represent Everyone On at community meetings and events focused on broadband access and digital equity

Training Coordination & Delivery

  • Oversee the scheduling, logistics, and delivery of high-quality digital skills training in target community, including coordination with contractors (Digital Skills Instructors)
  • Collaborate with local organizations to promote and increase community awareness of Everyone On programs and engage prospective participants through targeted outreach
  • Visit program sites regularly to solicit feedback and monitor program quality and fi
  • Organize, lead, and co-facilitate digital inclusion focused capacity-building webinars, workshops, and training for local community organizations, partners, and other interested stakeholders
  • Manage and coordinate activities to facilitate enrollment assistance in target cities, including outreach via local organizations
  • Assist with the recruitment, selection, onboarding, management of contractors serving as Digital Skills Instructors, including establishing scopes of work, monitoring performance, and managing invoicing

Measurement and Evaluation

  • Collaborate with the Vice President of Programs and Strategy, Director of Programs, and programs team to customize evaluation tools, including outcome tracking and pre and post surveys for Digital Skills Trainings and capacity building trainings
  • Maintain accurate program data and ensure timely reporting to internal teams and funders
  • Monitor program outcomes, analyze program data, prepare program reports, collect supporting documentation, and assist with monitoring visits, audits and compliance reviews

Fiscal & Grant Management

  • Manage assigned grants, maintaining a comprehensive understanding of relevant grant terms, compliance requirements, and key reporting deadlines
  • Manage program budgets, monitor expenditures, and ensure fiscal responsibility in accordance with organizational and funder requirements
  • Oversee management and tracking of program assets purchased with grant funds to ensure compliance with funder and organizational policies
  • Track budget performance against deliverables and provide consistent updates to leadership
  • Collaborate with the Development team to provide data, outcomes and narratives for grant proposals, progress reports, and funder communications

Qualifications & Skills

  • Passion for advancing digital equity, broadband adoption, and community-centered digital literacy programs
  • Experience working with diverse populations, in particular, under-resourced communities of color
  • Bachelor’s degree, or equivalent experience
  • 2-4 years of experience in program management, cross-functional project coordination, or digital equity initiatives
  • Experience facilitating adult learning and supporting the delivery of high-quality learning experiences for diverse audiences
  • Track record of success managing multifaceted projects or programs with multiple stakeholders, timelines and deliverables
  • Ability to coordinate program delivery, manage deliverables, and ensure successful execution of established goals and priorities
  • Experience managing budgets, contractors, and resources to support successful program delivery
  • Ability to think strategically, analyze information, identify challenges, and solve problems quickly and effectively
  • Ability to build and maintain effective relationships with external partners and stakeholders
  • Able to work independently, set priorities, manage multiple deadlines, and concurrent work plans across different geographies
  • Strong team player with excellent written and verbal communication skills and the ability to collaborate effectively with remote cross-functional teams
  • Advanced proficiency with office productivity tools (Google Suite, Microsoft Office, Asana, Zoom) and familiarity with CRM systems (Salesforce, Airtable, etc.)
  • Experience managing California state or federally funded grants, preferred
  • Bilingual English/Spanish skills, strongly preferred

Compensation

The salary range for this position is $70,500 - $72,000, depending on experience. Everyone On offers competitive compensation and a strong benefits package that includes employer-sponsored health, dental, and vision insurance, a monthly technology reimbursement, a 3% match on employee retirement contributions, a generous professional development budget, up to 20 days of PTO in your first year, and 11+ paid holidays each year.
